why doesnt the ISS have a centrifuge living space?

I understand the cost but it seems like every author of science fiction, void of space and the biologist said that an environment can generate a spinning shot 1g. that whoever has put a capsule on the space station that can spin? really do not understand the thinking behind that? someone says please and not vilis farneticamento and not rave and are not a smart alec.
